Bluewater Park Water System

The Bluewater Park water system services about 150 users in the Bluewater Park neighbourhood.

Water for the Bluewater Park system is supplied from four drilled groundwater wells. There is also an interconnecting line from King Edward Bay Water System to augment the supply as needed. Water is treated by flow-paced injection of sodium hypochlorite prior to storage in an 82 cubic metre bolted steel storage tank. The water is tested for chlorine residuals every day and samples are sent to Vancouver Coastal Health once a week.

Help us contact you quickly if we discover a leak

Bowen Island Municipality is currently dealing with leaks at some properties in Municipal water systems. We make every effort to contact the property owners, however in many cases we only have mailing addresses.

Please provide your contact information so that we can contact you by phone or e-mail if we discover high water usage on your water meter.

If BIM identifies a leak, every effort will be taken to contact the property owner. If the property owner cannot be contacted, water will be turned off at the property.

The annual water charge for Bluewater Park is $960 as per Bluewater Park Water Rates Bylaw No. 539, 2021. This amount entitles each property owner to use up to 7,200 gallons of water per month. The annual charge for non-connected properties is $600.

Water meters are read only during the summer months, on or about the first of the month from May through September.  Each household’s water consumption is measured, and consumption which exceeds 7,200 gallons per month during the months of June, July, August and September will be charged at the following rates:

 Gallons  Rate per gallon
 7,201 - 9,000  $0.02
 9,001 - 12,000  $0.10
 12,001 +  $0.20

Public Works staff will advise property owners in writing if their water use exceeds 7,200 gallons during the summer months. Homeowners who receive such letters are encouraged to reduce water use to promote water conservation and avoid additional metered rate charges.

In October, if applicable, homeowners will receive a bill for all excess use charges incurred over the summer. Water bills that remain unpaid after December 31 will be transferred to the property tax account and accrue interest as of January 1 the following year.

Changes are coming to your water bill

Last year, Council asked us to review all Municipal water rate bylaws with a view to developing uniform and consistent charges for all Municipal water users. Tunstall Bay was the first water system (outside of Cove Bay) to switch to a hybrid billing system and the other water districts will follow suit.

Why switch to metered rates?

  • promotes a culture of water conservation
  • improves leak protection
  • develops consistency Island-wide
  • distributes costs more equitably

How to get involved?

  • Subscribe to the Bluewater Park Water System mailing list to receive updates about upcoming changes, meeting dates and alerts for scheduled maintenance
  • Attend an information meeting
  • Check out the agendas and minutes of the Local Advisory Committee meetings

The Bluewater Park Water System Local Advisory Committee has advisory powers to Council regarding water system issues, and also reviews the operating and capital budgets for the utility. The Committee meets two to three times a year, including an annual information meeting where any users of the Bluewater Park Water System are welcome to attend.
